The role family is also poorly understood. Most candidates we have spoken to either dismiss it as a compliance function or assume it requires an ML PhD. Both are wrong. AI governance is the work of making sure AI systems behave the way the organisation intends and the way regulators require. The work splits cleanly into three sub-specialties, and reading job descriptions through this split helps a lot.
AI policy: drafting internal AI use policies, responding to external regulation, representing the company to regulators, defining what types of AI use are approved or prohibited, and developing decision frameworks for new AI deployments. The output is documents (policies, regulatory filings, risk reviews) and decisions (approve/deny/escalate). The three sub-specialties pay differently and recruit from different talent pools. Most large companies have all three, structured as different teams. Most candidates we have advised target one of the three rather than "AI governance" broadly, because the interview prep and resume framing differ.
Where these roles sit organisationally
The org-chart placement tells you who you will be evaluated by. AI governance roles sit in five different parts of the organisation, depending on company size and regulatory exposure.
Legal department: most common at large companies for AI policy roles. The team often reports to the General Counsel or Chief Privacy Officer. Salary bands track legal compensation, which is high. The work is heavily regulatory and contract-driven.
Risk department: common at banks, insurers, and other regulated industries. The team often sits inside an existing model risk management function that has expanded to cover AI specifically. Salary bands track risk compensation, which is meaningful but slightly below legal at the same level.

Ethics or responsible AI office: a less common pattern at large enterprise software companies (Microsoft, Salesforce, Adobe), where a dedicated cross-functional Responsible AI office handles policy, technical governance, and external engagement. Salary bands vary widely depending on whether the role is technical or policy-leaning.
For candidates evaluating roles, the practical implication is to read the org-chart placement carefully and adjust salary expectations accordingly. The same job title can pay 30-50% differently between, say, the legal department version and the ML organisation version at the same company.

Two backgrounds that often think they are unsuitable but actually fit well: compliance professionals from financial services (especially those with model risk management experience under SR 11-7 in the US or equivalent EU regimes) and academic researchers in law, ethics, or science and technology studies. Both can land senior policy roles in 12-18 months with focused reskilling.
One background that often tries but rarely succeeds: pure software engineers with no ML, legal, or risk experience. The role family genuinely requires either ML literacy or regulatory literacy, and ideally both. A software engineer who wants to move into AI governance specifically usually does best by adding ML breadth first (six to twelve months of focused work, including practical evaluation experience) before applying.

Salary data for AI governance is harder to come by publicly because the role is newer and recruiters do not always post bands. The frontier-lab premium is real for technical governance specifically, where the role often sits inside the ML organisation and is paid as such. AI policy at frontier labs pays a structural premium too, partly because the work is closer to executive leadership and partly because the talent pool is small. At regulated industries (banks, insurers, healthcare), salary follows the existing risk compensation curve and is more predictable.
EU and UK numbers run at 60-75% of the US figures with one exception: AI policy roles in Brussels and Berlin that work directly on EU AI Act compliance pay at parity with London and roughly 80% of US figures because the talent pool with combined EU regulatory plus AI literacy is genuinely scarce.
Companies hiring
The companies hiring most aggressively in AI governance through early 2026 cluster in four buckets.
Frontier labs: OpenAI, Anthropic, DeepMind, Microsoft AI, and Meta all have growing AI policy and technical governance teams. Anthropic's policy team has grown from under 10 in early 2024 to over 60 in 2026; the technical safety team is larger still. These teams pay top-of-market and recruit from the strongest combined-skill talent pools.
Large banks and insurers: JP Morgan, Goldman Sachs, HSBC, BNP Paribas, Allianz, and AXA have all expanded model risk management teams to cover AI specifically. These roles often sit inside existing risk functions and are accessible to candidates with traditional model risk or audit backgrounds plus AI literacy.
Healthcare and life sciences: UnitedHealth, CVS, Pfizer, Roche, and major hospital systems are building AI governance functions, typically within compliance or regulatory affairs. The work is heavy on FDA-equivalent regulatory frameworks for AI-as-a-medical-device.
Government and public sector: the UK AI Safety Institute, the US AI Safety Institute, the EU AI Office, and several national-level AI policy units have all been hiring through 2024-26. Compensation is below private sector but the work is high-impact and the credentials transfer well to subsequent private-sector roles.
Big Four consultancies and law firms have separately built sizeable AI advisory practices. These are often the path of least resistance for candidates with audit, risk, or legal backgrounds; the work is varied and the skill build is fast. How to break in
The actionable path depends on your background. Three concrete patterns work in 2026.
Pattern 1: build on existing expertise. If you already have a legal, risk, audit, or T&S background, your fastest path is to add focused AI literacy (eight to sixteen weeks of self-study covering ML basics, foundation models, evaluation methodology, and the relevant regulations) and then make a lateral move within your firm or to a similar firm with an AI governance opening. The total time is three to nine months for most candidates. The key is to build a small, visible track record of AI-specific work in your current role first; even drafting one internal AI use policy or running one model risk review on an AI system gives you the resume material to make the move.
Pattern 2: cross-train from ML or research. If you already have ML or research experience, your fastest path is to specialise in evaluation, red-teaming, or alignment-adjacent work. Public artefacts matter: contribute to open-source eval libraries, publish a thoughtful evaluation methodology post, or write up a red-team exercise on a public model. Six to twelve months from start to first interview is typical.
Pattern 3: full pivot from a different domain. Hardest path but viable. Build dual literacy (the technical side and the policy side) over twelve to twenty-four months, target government or large-enterprise roles first (the bar is lower than at frontier labs), and pick a sector specialism (financial services AI governance, healthcare AI governance) to differentiate. The candidates we have seen succeed on this path almost always picked a vertical specialism rather than competing as generalists.
For all three patterns, the binding constraint is producing one or two pieces of substantive public work that reads as "has thought carefully about AI governance specifically". A long-form article, a thoughtful conference talk, or a public eval methodology document all count. Generic LinkedIn posts about AI ethics do not count.
Frequently asked questions
Do I need a JD to work in AI policy?
For most AI policy roles, no. A JD helps for senior policy roles that interface directly with regulators or that require contract-drafting work, but mid-level AI policy roles regularly hire candidates with policy, public affairs, or technology backgrounds without legal training. The frontier labs in particular hire AI policy candidates from think tanks, government, and academic backgrounds without JDs.
What is the difference between AI ethics and AI governance?
The terms overlap and the distinction is sometimes cosmetic, but in 2026 the working definition is: AI ethics is the academic and normative study of what AI systems should and should not do; AI governance is the operational practice of making sure AI systems do those things. AI ethics roles in industry have largely been folded into responsible AI offices that do operational governance work. If you are looking at job postings, "AI governance" and "responsible AI" are now the more common titles.
Do AI governance roles require Python?
For technical governance roles yes; for AI policy and T&S operations roles no. The technical governance side increasingly expects candidates to be able to read and modify eval scripts, run model probing exercises, and analyse model output data. Bringing Python literacy if you do not already have it is a high-impact skill addition for someone targeting the technical track.
How much of the work is responding to the EU AI Act specifically?
A lot, in 2025-26. The Act's risk-categorisation framework, transparency requirements for general-purpose AI, and obligations for high-risk systems have driven much of the recent governance hiring. Candidates who develop genuine fluency in the Act (not just headline familiarity) have a meaningful market advantage. The reading list is manageable: the official Act text, the Commission's accompanying guidance, and a handful of analysis pieces from major law firms.
Will AI governance hiring slow once the EU AI Act is fully implemented?
The growth rate will moderate but the absolute headcount should keep climbing through 2027-28. Two reasons: the Act creates ongoing operational obligations (annual conformity assessments, incident reporting, post-market monitoring) that require permanent staffing rather than one-time work; and US sectoral regulation (financial services, healthcare, employment) is still ramping up. The 2024-26 percentage growth was unusual; mid-double-digit annual growth thereafter is more likely than zero growth.
Are AI governance roles remote-friendly?
More than other AI roles. Roughly 40% of AI governance postings in 2026 are remote-friendly, against around 35% for AI engineering. The work is document-heavy, meeting-heavy, and does not require physical infrastructure access. Candidates with location flexibility have an unusually wide market in this role family.
What credentials matter, if any?
The IAPP AIGP (Artificial Intelligence Governance Professional) certification has gained meaningful market traction in 2025-26 and is a useful signal for candidates entering from non-AI backgrounds.
